SAFETY & HEALTH OFFICER (SHO)

Full-Time (Site-Based) 12 Months Contract

Job Requirements
  • Over five (5) years of overall working experience in the Oil & Gas industry.
  • Possess a Degree in Occupational Safety & Health, Engineering, Environmental Management, or related discipline.
  • Valid Green Book Holder registered with DOSH (Department of Occupational Safety and Health).
  • Familiar with plant operations, PETRONAS requirements, and client HSE standards.
  • Able to develop, implement, and maintain Project HSE Plans and related HSE documentation.
  • Strong knowledge of HSEMS, HEMP, HIRARC, Permit to Work (PTW), Incident Investigation, and Risk Management.
  • Good communication, leadership, and report-writing skills.
  • Proficient in Microsoft Office applications.
  • Able to work independently and be stationed full-time at project site.
Key Responsibilities

HSE Advisory & Compliance

  • Advise Contractor Management and Company representatives on measures required to ensure workplace safety and health.
  • Ensure compliance with Occupational Safety and Health regulations, client requirements, and project contractual obligations.
  • Promote a proactive safety culture and continuous HSE improvement throughout the project.

HSEMS Implementation

  • Advise and guide Project Management and the Safety & Health Committee on the implementation status of: Project HSE Management System (HSEMS), Project HSE Plan, Hazards and Effects Management Process (HEMP), and other applicable HSE procedures, plans, and requirements.
  • Monitor compliance with project-specific HSE requirements and contractual obligations.

Site Inspection & Audits

  • Conduct ongoing HSE monitoring of project activities and work areas.
  • Perform formal site inspections and audits according to the Project Inspection Schedule and/or at least once per week.
  • Identify unsafe acts, unsafe conditions, hazards, and non-compliance issues.
  • Recommend corrective and preventive actions to management and monitor close-out status.

Risk Management

  • Participate in Hazard Identification, Risk Assessment and Risk Control (HIRARC) activities.
  • Review Job Safety Analysis (JSA), Method Statements, and Risk Assessments.
  • Ensure effective implementation of risk control measures.

Incident Management

  • Participate in incident, accident, and near-miss investigations.
  • Prepare investigation reports and recommend corrective actions.
  • Monitor implementation of corrective and preventive measures.

Training & Awareness

  • Conduct HSE induction programs for new personnel.
  • Facilitate toolbox talks, safety briefings, and awareness campaigns.
  • Support emergency response drills and preparedness activities.

Reporting & Documentation

  • Prepare and submit monthly HSE reports to employer or line supervisor.
  • Ensure reports are submitted in accordance with: Occupational Safety and Health Act 1994 (Part V, Section 19(2)), Safety and Health Officer Regulations 1997, Applicable client and host country authority requirements.
  • Maintain records of inspections, audits, incidents, trainings, and safety meetings.

Site Commitment

  • Serve as a full-time Safety & Health Officer at the worksite throughout the project duration.
  • Support client audits, management reviews, and regulatory inspections when required.
